Tennessee’s GOP-controlled Statehouse has given their final approval on legislation penalizing adults who help minors receive gender-affirming care without parental consent. Thursday's action clears the way for the first-in-the-nation proposal to be sent to Gov. Bill Lee’s desk for his signature. The bill mirrors almost the same language from a so-called “anti-abortion trafficking” proposal Tennessee Republican lawmakers approved just a day prior. In that version, supporters are hoping to stop adults from helping young people obtain abortions without permission from their parents or guardians.

The Chicago Bears picked USC quarterback Caleb Williams to open the 2024 NFL draft, the first of six QBs in the top 12 picks. The Commanders selected Jayden Daniels with the No. 2 pick overall. With the first pick since parting ways with Bill Belichick, the Patriots picked quarterback Drake Maye at No. 3 overall. The Falcons made the first stunning pick of the NFL draft by taking quarterback Michael Penix Jr. with the No. 8 pick overall. Then Minnesota traded up to take J.J. McCarthy at No. 10, and Bo Nix went to Denver at No. 12.

Haiti has opened a new political chapter with the installation of a transitional council tasked with picking a new prime minister and preparing for eventual presidential elections, in hopes of quelling spiraling gang violence that has killed thousands in the Caribbean country. Thursday's swearing in coincided with the departure of Ariel Henry, who presented his resignation in a letter signed in Los Angeles, dated April 24. It was released on Thursday by his office on the same day that his remaining Cabinet chose Economy and Finance Minister Michel Patrick Boisvert as the interim prime minister. It was not immediately clear when the transitional council would select its own interim prime minister.

The construction of a new port in Gaza and a U.S military-built pier offshore are underway, but the complex plan to bring more desperately needed food to Palestinian civilians is still mired in fears over security and how the aid will be delivered. A senior U.S. military official told reporters on Thursday the U.S. is on track to begin delivering aid using the new port and pier by early May. Satellite photos show major port construction along the shore near Gaza City, but aid groups say they have broad concerns about their safety and reservations about how Israeli forces will handle security there.

A U.K. government official says two riderless military horses that bolted and ran miles through the streets of London after being spooked by construction noise are in serious condition after undergoing operations. Defense minister James Cartlidge said Thursday that the pair were among a group of four horses that broke free during exercises Wednesday near Buckingham Palace. They tossed their riders and caused chaos as they galloped loose through central London streets during morning rush hour. The British Army says one of the horses was transferred to an equine hospital. Three of the soldiers thrown from their steeds were hospitalized but are expected to fully recover.

The fragile lagoon city of Venice has launched a pilot program to charge day-trippers a 5-euro or $5.35 entry fee that authorities hope will discourage visitors from arriving on peak days and make the city more livable for its dwindling residents. Visitors who are not sleeping in Venice will have to show a QR code attesting that they have paid the tax. Visitors arriving at Venice’s main train station Thursday were greeted with large signs listing the 29 dates through July of the plan’s test phase. They are also new entrances separating tourists from residents, students and workers. Stewards were on hand to politely guide anyone unaware of the new requirements through the process of downloading the QR code to pay the fee.
